This is an Official Taoist Temple that is being built dedicated to Heavenly Lord Tai Yi aka Tai Yi Jiu Ku Tian Zun (太乙救苦天尊).
Miao Yan Gong, an Official Taoist Term to address the Heavenly Palace of where Heavenly Lord Tai Yi stay-in or perform his tasks.

Cos he is the only one in Taoism who is able to bestow his Blessing to the Suffering Souls and Beings.
