I guess it's to inform the Deities in the vicinity about the work that's going to be done at this area, so they will not be offended if they were to do something that might disturbed them?
1st, to do reporting to the various Deities that are settling around the area, follow by informing the Deities that what events/actions will be carried out in this area and last, to request for forgiveness if there's any un-necessary disturbance.
