Wu Yue Da Di aka The Five Lord Emperors of the Five Main Mountains.
In Taoism, these Five Lord Emperors are appointed to look into issues associated with All beings in this Mortal World.
For the Praise Mantra in the banner, it's quite rare to see Priests recite during normal Rituals/Ceremonies, but usually this Mantra will be recited during Rituals/Ceremonies that are associated with the Requesting of Blessing for all the Living Beings.
